"More than 800 British researchers have joined 22,000 others from 161 countries in a campaign to boycott publishers of scientific journals who refuse to make research papers freely available on the internet after six months." Das jetzige System bittet den Steuerzahler zweimal zur Kasse: "once when taxpayer-funded scientists submit their work to the journals for free, and again when taxpayer-funded libraries buy the information back from them in the form of subscriptions." Die angefügten Beispiele belegen Steigerungen der Subskriptionspreise zwischen 1991 und 2001 zwischen 68 und 317 Prozent! Die Initiative Public Library of Science stellt die rhetorische Frage "Should the record of scientific research be privately owned and controlled?" und antwortet: "We believe that the permanent, archival record of scientific research and ideas should neither be owned nor controlled by publishers, but should belong to the public, and should be made freely available." Auch wenn die Initiative in erster Linie medizinische und naturwissenschaftliche Zeitschriften im Auge hat, so sind der Offene Brief und die Selbstverpflichtung auch für Geistes- und Kulturwissenschaftler von Relevanz: [...] we pledge that, beginning in September, 2001, we will publish in, edit or review for, and personally subscribe to, only those scholarly and scientific journals that have agreed to grant unrestricted free distribution rights to any and all original research reports that they have published, through PubMed Central and similar online public resources, within 6 months of their initial publication date.
